Jennifer Lyons Appointed as Acting Manager of NASA’s Launch Services Program
NASA has announced the appointment of Jennifer Lyons as the interim program manager for its Launch Services Program (LSP), headquartered at the Kennedy Space Center in Florida. Effective April 1, Lyons will spearhead the agency’s efforts in procuring and managing commercial launch services for a variety of science and robotic exploration missions across the United States.
Comprehensive Oversight of Launch Operations
In her new capacity, Lyons will be responsible for overseeing all facets of mission execution, including launch vehicle selection, spacecraft integration, launch processing, campaign coordination, and post-launch evaluations. The LSP plays a pivotal role in pairing spacecraft with the most appropriate commercial rockets, ensuring that mission objectives are met from initial planning stages through to mission completion. This program supports a broad spectrum of NASA’s endeavors, from Earth observation to deep space exploration and astrophysical research.
Proven Leadership and Extensive Experience
Bradley Smith, director of NASA’s Launch Services Office at Headquarters in Washington, praised Lyons’ appointment, highlighting her “exceptional expertise in flight readiness and mission assurance that has been instrumental in the program’s impressive track record of over 100 successful launches spanning 15 different commercial launch vehicles.” He emphasized that commercial launch services are not only vital for NASA’s science and robotic missions but also integral to the Artemis program’s architecture. Lyons’ diverse background, which includes work on the Space Shuttle, International Space Station, Commercial Crew Program, and collaborations with commercial partners, positions her well to maintain and enhance LSP’s core capabilities.
Extensive Career and Contributions
With nearly 40 years of experience in technical, operational, and program leadership roles, Lyons has been deeply involved in launch services for close to two decades. Prior to her current appointment, she served as deputy program manager for LSP since March 2024 and held the deputy manager position for the Gateway Program’s Deep Space Logistics project. For over ten years, she led the Fleet and Systems Management Division, overseeing NASA’s evaluation and certification processes for launch vehicle readiness and mission assurance across a wide array of commercial rockets.

Recognition and Educational Background
Lyons’ distinguished career is marked by numerous awards recognizing her individual achievements, leadership, and team contributions. She holds advanced degrees in aerospace and ocean engineering, space technology, and engineering management. Notably, she was the first woman to serve as NASA convoy commander during a Space Shuttle landing and has chaired the source evaluation board for NASA Launch Services II, overseeing contracts that support many of NASA’s top-priority missions.
Transition of Leadership
Lyons succeeds Albert Sierra, who retired after 36 years with NASA, having led the LSP since March 2024. Sierra’s tenure included managing five major missions and numerous venture-class launches, facilitating a consistent launch cadence for the agency. His leadership encompassed a diverse portfolio of missions, including Earth-observing satellites, deep-space probes, astrophysics observatories, solar monitoring instruments, and CubeSats.
Reflecting on his career, Sierra remarked, “Leading the Launch Services Program has been one of the most rewarding experiences of my professional life. Knowing that the missions we launched will continue to advance scientific discovery for years to come is deeply fulfilling. Although stepping down is bittersweet, I am confident that under Jennifer’s guidance, the program will sustain its outstanding record of success.”
